Hockley Area Action Plan Examination
Latest news: Inspector’s Final Report Published (14 February 2014) – see EXH139
The Hockley Area Action Plan (HAAP) Submission Document was submitted to the Government for independent examination on 18 April 2013. This document set out the Council’s vision for Hockley centre and seeks to ensure a high quality of life for local residents, offering them an improved environment, as well as better access to employment homes, shops, leisure and other services.

The Secretary of State has appointed Mr David Smith BA (HONS) DMS MRTPI of the Planning Inspectorate to conduct the examination.
Hearing sessions took place between 17 September and 18 September. Following these hearing sessions, the Inspector requested the Council provide a response to several additional matters that had been raised and provide a list of proposed modifications to the plan (see table below, references EXH131 & EXH136).
The Inspector has issued his interim views on the soundness of the plan (See table below reference EXH137), which includes the modifications required to make the plan sound.
The Council has considered the Inspector’s interim views and has produced a consolidated list of modifications to the Hockley Area Action Plan Submission Document which were consulted on between 26 November 2013 and 12pm on 17 January 2014. The proposed modifications, and the Sustainability Appraisal addendum, are available to download below:

The Council has passed any comments received during the consultation on to the Programme Officer, however, the Inspector has made it clear that he will only be viewing comments made on the proposed modifications and will not be considering comments on the Hockley Area Action Plan Submission Document itself. If you have any questions about this, please contact the Programme Officer. The Inspector will then consider the results of the consultation before finalising his report and recommendation.
