Exercising Discretion when making an Allocation Decision
- The Allocation Policy will only allow a certain amount of discretion when making a decision on an application.
- Discretion decisions can only be made by the Housing Allocations and Enabling Officer or Assistant Director of Community and Housing.
- If a case is deemed to be outside the policy, the officer dealing with the case should complete a report stating the relevant facts of the case and reasons why the discretion should be applied.
- If the senior officer agrees to a discretionary decision it should only be in cases regarding:
- Banding
- Bedroom need
- Nominations
- Local connection
- If discretion is applied to an application the senior officer needs to sign the report and state why they agreed.
- If discretion is not applied the officer should state the reason(s) why and pass the case back to the case officer to finish processing
